1.4 million young people between the ages of 13 and 25 live in Sweden. The purpose of having a National Youth policy is to create good living conditions for young people. They should enjoy the same rights and opportunities to participate in society as other groups and they should have good living conditions in all areas.

    Objectives:
    The Government highlights two objectives for the Swedish National Youth policy in its bill The power to decide – the right to welfare.

    • Young people shall have real access to power. Young people shall have the possibility to influence the development of society in general, as well as their own lives and their local environment.


    • Young people shall have real access to welfare. Young people shall have real access to a good material, cultural and social standard of living. They shall also be afforded beneficial conditions for good health and be protected from being subjected to crime and different forms of discrimination.


    Knowledge of young people's living conditions
    The Swedish National Board for Youth Affairs is a central governmental authority with a broad range of activities:


    • We have comprehensive knowledge of young people's living conditions in Sweden.


    • We work actively to support the development of municipalities'; central government authorities' and other organisations' work with young people.


    • We work towards an intercultural understanding through exchange programmes and other international programmes.


    In order to create equal conditions for young people, the National Youth policy primarily target marginalised young people.

    The ability of municipalities to create good living conditions for young people is crucial for carrying out the National Youth policy.

    In-depth analysis
    The objectives concerning power and welfare form the basis for the measures that the Government prioritise in order to achieve the National Youth policy. The National Board for Youth Affairs has the responsibility to assure that an indepth analysis of and report on the development of young people’s life situation is carried out annually.

    The annual in-depth analysis is carried out within one of five specific areas:

    • Learning and personal development

    • Health and vulnerability

    • Influence and representation

    • Self-support

    • Culture and recreation


    Four important perspectives
    The Government has chosen to establish four important perspectives for decision-makers to start from when designing public activities for young people.

    • Resource

    • Young people’s unique knowledge and experiences should be valued and utilised, for example to influence public activities.

    • Rights

    • Young people should have the right to good living conditions such as health and social and
      economic security.

    • Diversity

    • Recognising that young people are different as individuals and simultaneously working for equal rights and possibilities for all.

    • Independence

    • Public efforts should support young people’s possibilities to be independent and autonomous, for example by counteracting stereotypical gender roles, addiction, coercion, oppression, and different forms of discrimination.
